Building Plan Department

 

Initially Barrackpore witnessed an unplanned and haphazard urban growth. Only after 1980, the city fathers could realize the grave consequence of this unplanned growth resulting in coming up with narrow roads / lanes, choked drainage and inundated area during monsoon.

In order to have a control over the use of land and construction of the buildings, the municipality took the help of West Bengal Town & Country (Planning & Development) Act, 1976 and imposed a few restrictions at the time of transfer of land. The building rule under West Bengal Municipal Act, 1993 was also strictly followed while sanction was accorded for construction of buildings, particularly the multi storied buildings having commercial / assembly use. According to WBT&C (P&D) Act and Rules, anybody who intends to transfer a piece of land should obtain a prior permission from the municipal authority after satisfying it that the subject land is suitable for proposed use.

One Sub-Assistant Engineer is there to look after all departmental activities. Approval and sanction of site, building plans, transfer of property are the major functions of this department. Strict supervision is being maintained in respect of abiding by building rules and regulations in the ULB. Prior to giving sanction in commercial housing projects, a hearing is convened among the owner, developer and the Municipal Authority to come to a common set of terms and conditions in order to avoid future inconveniences, if any. Some of the major roles perform by Building Plan department are as follows –

1. Approval of Transfer of Property.
2. Approval of Site Plan.
3. Approval of Building Plan for residential self use building (Height Up to 8 m).
4. Approval of Building Plan for Apartment (Height 11 m to 14.5 m)
5. Renewal of Building Plan.
6. Issuing of Occupancy Certificates to owner.
